They need real engineering. That means queues for slow jobs, a sensible cache layer, careful database migrations, a staging server and tests for the parts that handle money.
Some "web application development company" in BD may quote you 80,000 BDT for that. If so, they are either handing it to a fresh CSE graduate or planning to ship the first 30% and vanish. I'd rather you go elsewhere than become the next Facebook group post about a half-built portal.
