The lowest quotes for cheap website design and development in Dhaka sit around 8,000 to 20,000 BDT. I have rebuilt enough of those sites to know what you get. It is a pirated ThemeForest theme with a logo dropped into the header. The placeholder text was never edited. The domain is in someone else's name, and the hosting vanishes in month two. The developer stops replying on WhatsApp the day after delivery.
The site loads slowly on a Banglalink connection in Mirpur. The contact form sends to an inbox nobody owns. Within six months you pay a second person to rebuild it. The price was cheap, but the project was expensive.

It may be a pirated theme that breaks on the next WordPress update. It may be cheap hosting on a crowded server in India that goes down on Eid weekend.
The domain may sit on the freelancer's personal account. There may be no on-page SEO, no mobile testing and no SSL renewal plan. There is often no handover guide and no replies after delivery. The first three months feel like a bargain. Month four is when the real bill arrives.
At 50,000 BDT I budget about 6 to 8 working days of design and development on a real custom layout, not a one-click theme demo. You get a year of decent shared hosting suited to Bangladeshi traffic. You get a .com or .com.bd domain in your name. I add basic on-page SEO so your business name shows up in Google. I test the mobile view on a real Android phone on mobile data.

My floor is 50,000 BDT for a full website. That covers design, development, mobile, hosting, domain, SSL, basic SEO, WhatsApp and bKash setup. I do not go lower. Below 50,000 BDT, I cannot deliver a site that will still work in a year. I would rather lose the project than ship a site that embarrasses us both. The next tier is 90,000 BDT for more pages and deeper design. Then 1,50,000 BDT covers custom features, light ecommerce and bigger sites. Fully custom work starts from 3,00,000 BDT.
There are usually three reasons. First, it is a nulled ThemeForest theme installed in two hours. It looks fine on day one and breaks on the first WordPress update. Second, the hosting and domain sit on the developer's account. They will charge you again to "renew" or use it as leverage later. Third, they plan to disappear after delivery, so the next person must start over. The cheapest quote in Dhaka almost always becomes the second most expensive project.
Honestly, no. I have tried, and it always ends badly for both sides. If budget is tight, here is what I suggest. Wait two months and do it once, properly, at 50,000 BDT. Or start with a one-page "coming soon" site with bKash and WhatsApp for about 25,000 BDT. Then upgrade to the full 50,000 BDT site when revenue allows. That is honest scope, not a stripped-down site pretending to be a full one.
