The word "best" in this search has been hollowed out. Anyone with a WordPress reseller account, an office in Banani, and a budget for Google Ads can rank for it. The deliverable behind that ranking is rarely what the homepage implies. It is usually a stock theme, a few colour swaps, a logo dropped into the header, and an invoice. Best at lead generation is not the same as best at building websites.
