Two things should make you walk away from a quote in Dhaka. First, watch for anyone quoting under 25,000 BDT for a "professional" business website. They are almost surely handing you a free template with the demo content lightly swapped. It sits on shared hosting that will break under any real traffic, and you will rebuild within 12 months.
Second, watch for anyone who won't put the scope, page count, revision rounds and final-payment trigger in writing. They are setting up a fight over the price later. A proper website development quote in Dhaka should fit on one page. It should list every deliverable, name the launch date and lock the price in BDT. If it does not, ask why.
