Drive from Sobhanbag to Road 32 and you will pass at least a dozen offices with "IT solution" or "digital agency" on the signboard. Most are sales offices. The owner you meet over coffee at North End is rarely the one who will design your homepage, and the developer who writes your code may sit in a different city, behind two layers of project managers who answer in WhatsApp emojis.
