Fair question, because most people who claim it are installers. The honest test is the code. Ask if they can write a custom Liquid section. Ask them which of your apps to cut. Ask how Shopify's locked checkout limits where bKash and COD notes can go. An installer goes quiet on all three. I do those things on every build. You approve the design before I write code, so you see real work early. After launch, you reach the same person who wrote the Liquid.
It decides whether your bKash, Nagad and COD setup really works or just looks like it does. On Shopify's basic plans, the checkout is heavily restricted.
